Springfield police officers accuse the city council of breaking promises made to them when they were hired.The council wants to put a cap on the number of holiday compensatory hours that an officer can be paid for when he retires. The city says it cannot afford a direct payout for the almost 100,000 hours of holiday pay officers have accumulated and its pension plan does not have enough money to pay the increased pensions that result when officers use their compensatory pay to calculate pension benefits.
