Hundreds of people who have shown up at a Kansas City office to collect a check from the State Department of Consumer Services have learned there is no such department. But there are police, with warrants, looking for people charged with everything from fraud to drug offenses to bouncing checks. Sixty people have been arrested. They’d gotten letters from the fake state agency saying they were eligible to receive part of a monetary settlement with a national retailer that failed to award sweepstakes prizes and all they had to do was show up and get a check.
