The city of Boonville has been talking with a Utah company about the sale of the former Kemper Miltary Academy. The school is being considered by Robert Litchfield, who founded the World Wide Association of Specialty Programs and Schools. Litchfield owns seven schools, some of which have been targets of abuse allegations. One member of Congress has asked the Justice Department to investigate his organization and its schools. Kemper closed in 2002.
