A four-year moratorium on executions in Missouri has been suggested by a State Senator, who says the appopriateness and the fairness of the death penalty needs to be reviewed. Senator Patrick Dougherty of St. Louis opposes the death penalty. He wants a special citizens commission to re-evaluate the use of the death sentence and the system that allows it to be issued. Dougherty’s bill in the Senate suggests a four-year moratorium on executions until the commission can make its recommendations.
