State Chief Justice Ronnie White says he sought to explain the judiciary to new lawmakers during the annual State of the Judiciary speech to a joint session of the General Assembly. White denies he tried to defend judges against accusations that they have become activists, but says he simply wanted to explain their role. White says there will always be tension between the three branches of government, but in a strange way that tension can produce a more effective government.
