A lawsuit is challenging Missouri’s law that says people who have guardians because of “mental incapacity” cannot vote and can face criminal charges if they do vote. The lawsuit has been filed by a St. Louis man who says he moved from Illinois to St. Louis earlier this year but was refused the chance to register to vote. He has a court-appointed guardian in Illinois and a court is considering appointing one for him here.
