A Kansas City casino that mailed promotional literature to compulsive gamblers has been fined $25,000 by the State Gaming Commission. Harrah’s North Kansas City casino says it was a mistake; corrections have been made and the fine will not be appealed. At leat six people who have put themselves on the self-exclusion list got one of those emailings.
