St. Louis school officials have suspended work to install air conditioners in more than two dozen schools. Officials have ordered a review of the cost of the project, because the contractor awarded the bid has submitted so-called change orders totalling more than $2-Million. Officials acknowledge the cost of the changes amounts to only a small percentage of the total costs, but they say they would be enough to add air to another school.
