House Budget Committee Chairman Carl Bearden of St. Charles isn’t gloating. He’s just happy Governor Bob Holden has released the money he has been withholding from public schools. Bearden isn’t all that concerned about the reasons Holden used to release the money. Bearden has contended since last year that there would be more than enough revenue to cover the money appropriated in the budget for schools. He bristled at charges by the Governor that the Legislature had based its budget on phony numbers.
