He’s hoping to attach the idea to the massive Federal Highway Bill, which could be voted on in the Senate this week. But Senator Christopher Bond has doubts about the proposal’s chances for success. Bond says special purpose bonding is just too much of a drain on the Treasury. And, this idea is unlikely to have the support needed in the Senate.
