A Cole County Circuit Judge is expected to rule early this week on a lawsuit brought by fourteen school districts against Governor Bob Holden’s decision to withhold money that had previously been appropriated for public education. Attorney Mike Delaney, representing the districts, says Judge Richard Callahan will have to decide whether to give more weight to one section of the State Constitution which allows the Governor to withhold anymoney and another section which states all money appropriated for schools must go to education. Governor Holden withheld $190-Million from public education. The decision is expected to be appealed to the State SupremeCourt shortly after it is rendered.
