Missouri public schools can set an operating levy of $2.75 without a vote of the people. The State Supreme Court has ruled against taxpayers in Morgan County who sued the R-2 School District, claiming the district violated the Hancock Amendment by raising its levy to $2.75 without a public vote. The court ruled that voter-approved changes to Hancock made in 1998 authorized such action. The ruling by the Supreme Court was unanimous.
