Kansas City’s offer to let people with thousands of dollars of traffic tickets pay them without penalties and interests has turned into a disappointment. Only a few hundred people have paid up. City officials say the total take will be only about $30,000 and the city spent $6,000 to promote the campaign. Kansas City estimates it has more than $10-Million in outstanding city fines.
