A federal judge says the State Transportation Department must let the Ku Klux Klan be part of the Adopt-A-Highway program. District Judge Catherine Perry says the Transportation Department’s ban on the Klan is a violation of free speech rights. Perry says MoDOT would be censoring the racial superiority message of the Klan by requiring it to change that message before it could be part of the program. The Transportation Department has been resisting the Klan’s involvement for several years and has repeatedly lost its case in increasingly higher courts.
