Governor Bob Holden is expressing his concern about a federal proposal to shift funding of the Head Start program from the federal government to the states. He says this is an expense that Missouri and other states could not afford. Under the proposal, Missouri and other states would receive block grants from the federal government and would have to decide how to run each state’s Head Start program. Holden says unless Washington pays for each child enrolled in Head Start, the program will suffer and its future could eventually be in jeopardy.
