Confederate flags are fluttering again at the Confederate Memorial state Historic Site in Higginsville. A big flag is still not allowed on the main flagpole. But volunteers have put smaller flags on each of the 700 graves of Confederate soldiers and their wives. The administrator of the state park has allowed them to be placed. But the main flag is still down under orders of Natural Resources Director Steve Mahfood, who acted after a call from Governor Bob Holden’s press secretary last January.
