Today is the day states have to notify the federal government of their intentions to voluntarily get rid of punch-card ballots. Secretary of State Matt Blunt, the state’s election authority, says Missouri overall has already decided to jettison the controversial ballots, although some local election officials might not make the change. But Blunt believes with the changes the state has made to reduce voter fraud in the first place – a bigger problem he says in the November, 2000 election – Missouri will be fully prepared for the 2004 election.
