An inmate of the jail in Clayton has mingled with other inmates being released and walked out. Wasn’t out long, though. Police found Rashid Bivens at the home of one of the inmates who should have gotten out. Bivens was in jail on a petty larceny charge. The head of the St. Louis County jail system says he’ll find out what procedures were violated.
