A warning that we should look out for spikes in heating bills next winter comes from the head of the Public Service Commission, Kelvin Simmons. Simmons says the situation could be similar to the spikes in the winter of 2001-2002. Simmons says market conditions could lead to higher gas bills this summer, and even higher ones in the winter when demand is even greater.
