The Senate Ways and Means Committee is being asked to consider changing the refund mechanism of the Hancock Amendment – which restricts government spending and limits the amount of taxes collected from Missourians. Senator Ken Jacob of Columbia says a change is needed to help the state build up a fund during the good times to deal with tough budget times, such as we’re experiencing now. If this effort is approved by the Committee, it would have to clear both the Senate and the House then would have to be sent to a vote of the people.
