Federal prosecutor Ray Gruender says University City is putting lives in jeopardy because the city council has passed a resolution saying some Homeland Security policies might violate civil liberties. Gruender says the resolution increases chances that terrorists will succeed. The University City resolution is the first of its kind in the state. It urges city workers to avoid violations of constititionally-protected liberties. Gruender says nobody wants to weaken civil rights but if the resolution keeps University City police to give his office information, a terrorist cell could operate in the city and go undetected, or unreported.
