State Chief Justice Stephen Limbaugh Junior has announced the formation of a commission to investigate the state juvenile justice system during his State of the Judiciary address to a joint session of the Legislature.Limbaugh tells lawmakers that while the budget crisis dominates this session, the crisis in juvenile justice undoubetedly will command much attention. Limbaugh says his commission will be chaired by former Missouri Chief Justice John Holstein of Springfield. It will be composed of judges, lawmakers and civic leaders. It will remove the problems within the system and propose solutions to the Legislature.
