Backers of a new performing arts center in downtown Kansas City hope to use tax increment financing to pay for the project and to attract other development to the area. They have presented their plan to the Kansas City Tax Increment Financing Commission, asking for $7.3-Million to help the city finance two parking garages and make other public improvements near Bartle Hall. They say that might provide the incentives necessary to not only build the arts center, but to bring private development to the area.
