Governor Bob Holden is expected to announce an overhaul today of the State Department of Social Services. One of its divisions, the Division of Family Services, has been heavily criticized in recent months. Two top officials within that division have resigned since the division operations have come under close scrutiny. The criticism of the divison has increased since the death of a two year old boy in foster car in Springfield last August.
