Supreme Court Rules Governor Has Right To Withhold Money From Nursing Homes

Missouri nursing homes have lost a court effort to get almost $21-Million in state grants for quality and efficiency improvements. Governor Bob Holden has withheld the money because of the state’s budget shortage. The nursing homes have argued he does not have that authority. The State Supreme Court says he does, because the constitution requires the Governor to withhold appropriated funds to keep the state budget in balance.
