The State Appeals Court in St. Louis says Missouri’s ban on partial birth abortions is absolute – that the procedure is not legal even to save the life or health of the mother. Planned Parenthood is challenging the law, calling it a back-door effort to ban all abortions. The Legislature passed the law in 1999 over the veto of Governor Mel Carnahan. The case is expected to be appealed to the federal courts.
