A courtroom compromise has cleared the use of provisionary ballots in next month’s election. The ballots are issued for voters who cannot prove their registration, and the votes are not counted until later investigation proves the person is a registered voter. A lawsuit had challenged the process. The compromise speeds up the voting process, but leaves the system in place. Secretary of State Matt Blunt will have to issue some new rules today to adjust to the court ruling.
