A murder charge has been filed against a Fulton man who was a passenger in a car that hit and killed a policeman near Warrenton. The charge agaisnt Michael Otey is based on a new state law that became effective August 28th. Police say the car in which Otey was a passenger was stopped by police for questioning about a home invasion in Fulton. The car sped away and a few minutes later rolled over in the median. During the crash, it hit and killed officer Vernon Seals of Truesdale. The driver of the car, Elriche Williams of St. Louis, also was killed in the incident. Otey is hospitalized with serious injuries.
