$10-Million the State Transporation Department can hardly afford to lose is being lost to the State Division of Highway Safety. The federal government is taking the money away from transportation and giving it to highway safety because the Legislature refused again this year to pass an open container law. $10-Million means less to the the huge Transportation Department than it does to the small Highway Safety Department headed by Joyce Shaul. She says some of the money will be used to fight drunk driving. Some might actually go back to the Transportation Department for hazard elimination efforts.
