The latest proposal for a new Cardinals ballpark in St. Louis drastically cuts back on the economic development part of the plan and has no guarantees of the kind of development originally suggested last year. The newest plan put on the Cardinals table guarantees development of two blocks, not six only a few retail shops and little housing. The new plan relies heavily on private capital. The Legislature earlier this year rejected a plan that would have had the state, the city, and St. Louis County paying 60 percent of the costs.
