Senator Kit Bond has unveiled his plan to meet what he sees as a growing, dramatic need – housing for the poor. Bond says the recent housing boom in the country has left the poor behind. Bond wants to use federal money that hasn’t been used for rent subsidies to create a $1-Billion construction fund to build housing for the poor. HUD would distribute the money to the states to develop mixed-income housing, with the federal money targetting housing for the extremely poor. States would have to provide a 25-percent match. Money would be distributed on a per capita basis with no state receiving less than $6-Million.
