A Circuit Court Judge in Jefferson City has ruled Governor Bob Holden was within his right to withhold nearly $21-Million in nursing home grants. The Governor made the cuts in an effort to balance the budget. Nursing homes claimed in a lawsuit that Holden had no authority to cut their funding because their revenue source had not fallen short of projections. But the judge ruled the State Constitution gives the Governor the right to take actions deemed necessary to balance the budget.
