A state appeals court has cleared the way for a Kansas City woman to seek punitive damages from Kansas City’s police department for the shooting death of her 13-year old son. Valerie Collins won $500,000 in actual damages in herlawsuit two years ago. The court assessed punitive damages against three police officers of $200,000 based on their net worth. She had asked for $80-Million. The appeals court says the award should have been based on an amount the department would pay on behalf of the officers. The court says a new determination of punitive damages should be made.
