State Economic Development Director Joe Driskill says it’s time for the state to change its economic development strategy. Driskill says the traditional strategy of throwing tax incentives at a company in an effort to get it to locate factories here doesn’t work as well as it once did. He says a new strategy seems to work better, one thatemphasizes people, technology and capital. Driskill says tax incentives still play a role. He points out the state is offering incentives to Ford in an effort to keep it from closing its Hazelwood plant.
