The six judges who have created the new state Senatorial districts appear to have created grounds for a lawsuit. They not only drew new lines; they changed the numbers of some senatorial districts. Even numbered districts are up for election this year. Odd number districts will have elections in 2004. The judges have made nine counties or parts of counties south of St. Loius an odd-numbered district. Senator Danny Staples, who represents the area now, will leave office at the end of the year because of term limits, meaning 165,000 people in that area will be without a Senator for two years. Florissant Senator John Schneider says some people in his district are in the same boat. Nobody in the Legislature will come right out and say the judges blew it. But theyindicate the folks at home are not as diplomatic as they are.
