Children who come from broken homes, abusive backgrounds, get pulled out of school and wind up “in the system” are still better off in Missouri than they troubled youth in other states. Instead of one large prison-like environment, Missouri has local, small treatment facilities with qualified individuals. The Director of Youth Services says the success of the state program depends on low class sizes and a high staff ratio.
