A petition campaign to create constitutional standards for the spending of money Missouri’s share of money from the national tobacco settlement has been dropped. The effort had been organized by businesses in Kansas City and St. Louis as well as the Missouri Hospital Association. The Association says the coalition feared the Legislature would not pass a law properly allocating the money. But those fears have been allayed by budget dealings in the General Assembly.
