The Legislature has patted itself on the back for passing a new drunk driving bill that will lower the blood alcohol limit to .08, a move that will bring the state an extra $3-million in road building money. But Senate Transportation Chairman Morris Westfall says the state has already lost more than $5-million in this fiscal year because of legislative refusal to require ignition interlocks on cars of repeat drunk drivers and to ban open containers in vehicles. Senator Westfall blames it on what he calls legislative stubbornness.
