Poor reading test scores by Missouri students concern state lawmakers, yet one legislator believes the proposed solution might be misplaced. Representative Charlie Shields of St. Joseph says he has some strong feelings about why many children cannot read. He says it’s too easy to blame it on the educational system. He says that while schools need to do a better job of teaching reading, parents must be willing to make reading important in the home.
