State lawmakers hope to crack down on poor reading programs in Missouri’s schools without interfering too much in the operations of local schools. A bill heading to Governor Holden would require reading programs be developed for third grade students who cannot read at the second grade level. If at the end of the fourth grade those students have not made enough progress, they would be retained.
