It’s a fight over family planning funding, and a desire by many members to keep money out of the hands of Planned Parenthood. The bill would allow clinics receiving both federal and state money to refer for abortions if directed to do so by the federal government. Whether Planned Parenthood qualifies for state funding or not remains in the courts.
