Missouri is spending $135-million on a new prison that it might not be able to use when construction is done. The Bonne Terre prison and diagnistic center is one of two prisons scheduled to open within a few months. The prison in Charleston is to open this summer. The reality of state finances this year is that the economic downturn is leaving the state short of tens of millions of dollars it needs to do such things as open new prisons.
