Governor Warmly Receives Performance-Based Budgeting Proposal

A legislator’s proposal to require state government departments to undergo performance-based budgeting is being received warmly by the Holden Administration. State Representative Norma Champion of Springfield proposes every department and agency undergo a performance review every five years. She says the state bureaucracy too often looks to add to budgets instead of reviewing current programs. Governor Bob Holden’s Cabinet Director Quentin Wilson says if performance requirements are to prove effective, the idea must go beyond efficiency within a particular department. He says state departments need to work together to achieve specific goals.
