The Hancock Amendment, which limits the amount of tax money the state can collect, is under attack again. State Representative Vicky Riback Wilson of Columbia says the Hancock Amendment is not working in the best interests of Missourians, and she would like to see citizens take steps to do away with it … or at least change it. The Legislature cannot make any change in the Hancock Amendment. It came about through the petition process and can only be changed through the petition process, culminating with the matter being taken to a vote. The Columbia Representative believes the issues at play when the Hancock Amendment was approved two decades ago have changed. She says Missourians must come to realize that Hancock was a mistake and prevents the state from adequately funding programs and initiatives.
