A $19 billion budget has received preliminary approval in the Missouri House, but not without some controversy over a $250-thousand program. It’s a program that targets the poor in St. Louis, fixing their cars for free if those vehicles don’t meet air pollution standards. Representative John Bray of St. Louis says the average cost of $94 per car is not much to pay for the benefit.
