The State Senate is dealing with legislation aimed at strengthening the Animal Care Facilities Act Inspection Program. It’s in response – at least in part – to a recent report issued by State Auditor Claire McCaskill. That report described filthy conditions at some of the state’s kennels and dog breeding facilities. New legislation would beef-up the inspection rules and toughen the standards for licensing breeders.
