Governor Bob Holden is concerned over the House’s rejection of his plan to shore up an expected deficit in the current budget. He has proposed using 127 million dollars from the national tobacco settlement fund to solve the budget situation and is resisting all calls to tap into the 145 million dollar Rainy Day Fund. Holden insists the Rainy Day Fund should be used only for true emergencies, and he says he does not consider the budget shortfall an emergency situation.
