Attorney General Jay Nixon says the bill is needed because there is inadequate training and background checks for nursing home workers. To make matters worse, Nixon complains about low pay, long hours, and high turnover in the facilities, which makes accountability difficult. The bill would tighten regulations on nursing homes.
