Missouri lawmakers are considering an alternative to prison for some non-violent first-time offenders. Senator Danny Staples of Eminence has introduced a bill that would offer rehabilitation to people who have committed non-violent drug and alcohol-related offenses. And he says society would benefit. Staples points out that a person with a criminal record has very little opportunity to make much out of the rest of his or her life.
