Members of the Missouri House have overwhelmingly approved lowering the official level of intoxication from a blood-alcohol-content of .10 to .08. Sponsor Craig Hosmer of Springfield acknowledges some criticism of the bill. He tells colleagues he will work on additional legislation addressing excessive BAC, such as .15 and above, and repeat offenders. There is a financial incentive to the move. The federal government threatens to withhold $3 million in highway construction money if Missouri doesn’t adopt .08.
